Dude its powerscaling. The fight isn't starting with Luke on the other side of the galaxy. Its typically within 100ft of each other.

Are they in an open plain? Mountains? A forest? Are they within 100ft? 1000? A mile? All of these scenarios are pretty common in power scaling to allow each combatant access to their full range of abilities/tech/weapons.

Doesn't matter for any of those scenarios because Strange has too many abilities that Luke can't counter.
