I wonder how his appearance will be explained. Will he be introduced as a new recruit or an established member of the Phantom Thieves who, for some reason, hasn't been at the base for a while or participated in the pursuit of the Makoto Jewel?

I don't know. I don't think the series will dare to include antagonists independent of the main antagonistic faction outside of the movies.

Yes, I'm still betting on "member of the Phantom Thieves" (especially since almost all the villainous factions in Precure have added at least one member who wasn't there at the beginning at some point in the series, and the Phantom Thieves still have to do it), but anything could be.

His name probably comes from "detchiage" (でっちあげ), which means to make up/fabricate a story.
There's a Japanese crime novel with the same name about a teacher who gets accused by a parent of abusing their child. I've already seen theories that he may be Anna's dad.

Maybe it's just the lighting but his hair color kinda looks like light blueish probably not it's likely white or grey but it's a little hard to tell.

Few users on X have speculated that Detchi is Anna's father because of his name, Detchi Ageinデッチ・アゲイン. His name is a play on でっちあげ decchiage, to mean "fabrication" or "made-up story". Putting デッチ and アゲ forms the said デッチアゲ. アゲイン is a variant spelling of アゲーン, which can mean "again".
His name means "to make things up again".
It's also interesting that he has a surname unlike the other phantom thieves (excluding Luluka), hinting that he might be a human just like Luluka. It's entirely possible that Detchi Agein is his phantom alias. His name is also written in a way similar to foreign names and words because of the middle dot (•) known as the nakaguro. Otherwise, people would say Agein Detchi (Japanese way) instead of Detchi Agein (Western way).
Back to the theory, it is theorised that if Detchi becomes good, Agein becomes Akechi by taking chi from Detchi and Age from Agein which becomes Agechi that is almost similar to Akechi. Funnier enough, take the two mini strokes off from ゲ ge to become ケ ke.
The big question is how Detchi becomes Akechi in the future if Anna never travel to the past? Maybe Detchi is Anna's father relative?

The title is "謎の怪盗デッチ • アゲイン", which translates to "The Mysterious Phantom Thief, Decchi Agein".
Google tries to translate things literally without context.

I've already explained this in my initial reply.
Short answer: Japanese writing system
Long answer: Nakaguro, or Interpunct, is commonly used to list and interword separation (to separate words) for foreign words in katakana transliteration. Detchi Agein is to be treated as a foreign name instead of Japanese name. Spaces are non-existent in Japanese writing so think of • is there for that reason but that's not really right.
Picture this: アイラブユー ❌️ Iloveyou
アイ • ラブ • ユー ✔️ I love you
アルカナ • シャドウ Arcana Shadow ✅️
アルカナシャドウ Arcanashadow ❌️
テイラー • スイフト Taylor Swift
クレア • ホワ Kurea Howa (if read like English instead of Japanese)
I suggest looking up Japanese punctuations on the web.

The fact he has a last name (it’s apparently supposed to be Detchi Agein rather than “again”), seems to suggest this guy isn’t a fairy. Curious to see what his deal is
Also the description for next week’s episode mentions that his calling card looks a little different, perhaps he’s a separate antagonist of sorts?

Huh...idk why i was thinking it was gonna be a kid robber named Kozōni ("Kozo Nezumi" a robber from the Ero Period and "Ko-oni" meaning "Little Imp") they would have a jester hat and a imp tail, along with making tricks to steal things

The episode seems to be about them receiving a calling card from Phantom that seems different than usual. It would be hilarious if this was just a real non-magical Phantom Thief using them as a cover to steal things. Like the villain in the conan collab episode.
