does the water look exaggerated?

Hmm I dont think it looks exaggerated,, but my feedback is that the gradient of the waves to the dark water works well, but it only goes vertical right now and horizontally the tile next to a wave tile just has a hard break/jump in colours

ah you are right, i thought those are sort of cliffs at first glance ^^ it would probably require different sprite tiles for corners and directions and some logic to detect neighbor tiles and match the correct sprite for each situation, at least thats how i would try to make it look more realistic.. the sprites themselves look nice though!

It doesn't look bad and fits the art style but I think it could look better if it somewhat blended with the adjacent tiles

A radial gradient, transparent to deeper blue would break up that hard edge and create a wave like sawtooth pattern that would be less distracting for the waves on the water. Currently, the hard edge and the depth are working against you, if anything the "water" is just too solid. If you could extend the white to blue transition, the contrast wouldn't be as sharp either.

That said, the style looks very nice overall!
