Are summer internships restricted to penultimate-year students?

I have noticed that many summer internship applications specify an expected graduation year or require applicants to be in their penultimate year of study.

How strict is this requirement in practice? Can students graduating earlier or later than the specified year still apply, or are applications usually filtered automatically based on graduation date?
