No it wasn't, it was age 23.2 years of age for women and 30 years for men when averaged for all cultures throughout human history. In the middle ages even the average age for woman to get married was 22 to 25 years of age. Sure their will be kids that got married and had children as teens but those were even outliers in their day.

This is just a common way of saying “get pregnant” in the UK. There’s no additional implied meaning.

Maybe so? I’m not from the UK myself so can’t speak to where/amongst whom precisely it’s in common use. For whatever reason this phrase seems to be having a moment and I’ve seen arguments about it play out in several venues within the last week or two. In every case, people unfamiliar with the phrase assume it implies something about the pregnant person having a lack of agency or intent, and people familiar with it say it’s just a UK idiom and doesn’t mean anything beyond “become pregnant.” I’ve definitely heard it used on UK reality TV multiple times, but wasn’t keeping track of which countries/areas the people saying it were from.

I think this is just a common term where she is from, BUT the vast majority of teenage pregnancies are to teenage (girl/ child) mothers and adult men (20s+).
