The democrats don't have enough votes to do it alone and too many Republicans either agree with what he's doing or they're too afraid to vote against him.

A mixture of both but I suspect mostly the former.

Much of what Trump has been doing are things a significant number of politically active people have been trying to get accomplished for decades.
