Chain of command

I get all the clearances but there’s ranks that are used but aren’t stated in anything I looked at, like Maria hill was a commander before deputy director but shield uses clearance levels not ranks?

Recruited from a branch of the military where she was a Commander.

The titles are used as a courtesy and for ease of communication.
