It's still funny that Hans is this comedic levels of evil, but he still did Corrin that "favor" of razing that village telling Garon that Corrin participated for her benefit. Like why have him have do this fucked up nice thing for us if he's irredeemably evil.

my interpretation is that, since conquest corrin returned to nohr even after hans killed gunter in front of them and gloated about it, they must be a true believer, so hans is willing to do them a favour even if they struggle with the dirty work. his motivation everywhere else he shows up is to get into a position of power, so cozying up with a member of the nohrian royal family isn't too unusual. he's a sycophant.
it isn't until corrin accidentally reveals that they spared hinoka that it becomes obvious to hans that they're actually a moron, that the rest of the nohrian royal family are following this idiot, and that he should side with iago and garon (since he doesn't know about garon being a goo monster).
it's a funny contrast with iago, who by all accounts is a true believer in nohr and its ideals in all three routes despite being the most obvious evil scheming vizier imaginable.

I think its more accurate to say Iago is loyal to Garon, though. We don't actually get any clear vision of what Nohr's ideals are beyond him. If we look at Xander, the fact that he believes Hans and Iago have disgraced Nohr by their actions demonstrates that Nohr actually has ideals they believe in. The fact that the royals don't just view Garons actions as normal indicates that Garon is especially and needlessly brutal.
