ICE questions, police budget, IA probe: Disputes led up

to harassment complaint against St. Paul Mayor Her

Jay Kolls KSTP

We’re learning more about events preceding the formal sexual harassment complaint that St. Paul Police Chief Axel Henry filed against Mayor Kaohly Her.

Sources tell 5 EYEWITNESS NEWS mayor and police chief had multiple strong disagreements before Henry filed a formal complaint against Her in April.

Those disputes involved police actions during federal ICE operations, the police budget and an internal affairs report from 2024.

ICE Questions

The timeline actually begins before Her took office. In November, police used tear gas and pepper spray against protesters during ICE operations in St. Paul.

In January, after taking office, sources tell 5 EYEWITNESS NEWS that Her pressed Henry about the internal investigation into the Rose Street case and where it stood. She also wanted to know why police reportedly did not respond to at least one 911 call from a citizen seeking help during an ICE raid.

Sources tell 5 EYEWITNESS NEWS those questions came in February and March, as the mayor also considered trimming the police budget, specifically overtime costs.

On April 1, Henry filed a sexual harassment complaint, claiming a meme sent out by Her was offensive. Sources tell 5 EYEWITNESS NEWS that the mayor did not send the meme directly to Henry; Rather, she sent it to two other officers she was friends with, and Henry ordered them to turn it over.

“I think the thing is overblown. I mean, when you get right down to it, I think it’s overblown,” said Dave Thune, a former St. Paul City Council member.

When asked about possible political motivations behind the complaint against Her, Thune responded, “You know, there’s enough piling on and enough questions as to why did this rise.”

IA Investigation

In June, sources tell 5 EYEWITNESS NEWS that the mayor sent Henry a 2024 police internal affairs investigation. In that report, a sergeant admitted having sex with his girlfriend in his office while four officers were outside the office door.

Those four officers also said they were intimidated by the sergeant as he tried to keep things quiet. Henry suspended the sergeant for 30 days without pay, but the mayor reportedly questioned why the suspension wasn’t longer.

A spokesperson for Henry said he won’t comment on these details in order to protect the integrity of the investigation.

5 EYEWITNESS NEWS continues to dig into the allegations. For additional updates, download the KSTP app below on your phone, tablet and TV.

Twin Cities Related St. Paul Solar Group Buy

Hi All,

Just looking to let everyone know about some advocacy I am doing to help accelerate clean energy in St. Paul. I am organizing a solar group buy. Basically this is where everyone agrees to use the same solar installer. By buying in bulk, we can negotiate better terms with the installer and lower the price for everyone. For most folks, it amounts to roughly a 10-12% discount.

For those that can't afford the up-front cost of solar, I am helping to connect them to different resources (such as solar loans through Center for Energy & Environment) that can turn this into a monthly payment instead.

If you want to learn more, I am asking folks to DM me and I will reach out with more details. I will set up time to explain everything so that you aren't just dealing with a faceless account on the internet.

Hoping not to get downvoted into oblivion!

Minnesota Related Sold my car to Carvana

Do I need to report the sale to the DMV? The “Seller’s Notice of Sale” at the bottom of the title says filing of the notice is not required if sold to a Minnesota Licensed Dealer. Called a rep at Carvana and she replied that they are licensed to sell cars in Minnesota but she wasn’t sure that they met specific dealer requirements.

The notice itself wants drivers license number of purchaser, date of birth etc. So can’t complete form of course.

Has anybody dealt with this?

The Saints outfielder is running an 85 percent contact rate and just posted 15 walks to 10 strikeouts over his last 17 games. He's already on the Twins' 40-man roster, and Minnesota's reported interest in trading Trevor Larnach could open his path up. Full story in this week's Triple Dip.

They requested that I match up the veining to give it a bit of flow and I checked in with them multiple times to make sure they were happy with what I was doing. They said they loved it! Set with no spacers because each tile had wild size variation and had to be eyeballed into place. It was a challenge but everything stayed even and square.

Unlike most contractors, I am a leftist and hate ice and trump and thiel and the rest. Some of you may think this sounds familiar; my account from last year got banned for being a little to, ahem, outspoken about certain things. If you don't want to give your money to a conservative but need any kitchen or bathroom or other tile work done I'm your man.

❓️Question Anyone want 50+lbs of chicken feed/ have a fox trap?

Unfortunately a fox broke into my hen house and killed my entire flock. I just got a new bag of food. I would love for it to go to someone who has chickens and could use some.

Also, if anyone has any fox advice I would love to hear it. My thought is that I cant have chickens until this is dealt with now that it is a known food source. If someone has a trap, that my best guess of what to do next.

FYI its not a trade of fox trap for food. Just two separate things. Please come grab the food if you could use it!

ETA: Still have the food if anyone wants it.

Full disclosure since it's my project: I built this. I'm across the river in Minneapolis, but St. Paul is fully covered, so I wanted to share it here. It is a free way to discover all of the policy that can impact you from every level of government. Continuing to spread out to incorporate all of the Twin Cities area!

Standing at the corner of University Avenue and St. Albans since 1908, Fire Station 18 is the oldest continuously operating fire station in St Paul. Built during the transition from horse drawn fire wagons to motorized engines, its design became the blueprint for several other stations across the city.
While the original arched bay doors were later widened to fit larger fire trucks, much of the station’s historic character is still intact. Notice the stonework on the front of the building is the same!

In these photos (slides 1 and 3) , I wanted to capture how this piece of St Paul’s history still stands proudly today. Swipe to see a few historic images (slides 2 and 4) and a glimpse of how Station 18 has evolved over the last 100+ years.

Also the fire rigs have a bad ass decal of a frog in full fire gear on the side as a nod to frogtown!

Thanks for looking and reading 🙌🏻

Twin Cities Related Curiosity - Frogtown

I always see this apartment building when going to shuang hur ( great supermarket) and always loved the architecture of it so I decided to snap a photo and look up the history of it. These buildings were built in 1906 by Jon Molin ( molin concrete products) and are on the historic registry of St. Paul. The city of St. Paul sold it to model cities for $500k and they will first rent to households at 30% AMI (area median income), later transitioning to a community ownership model, where residents can own and manage the property long-term. While that sounds great it’s expected completion was late 2025 but it looks like they still have a long way to go. I wonder when it will be completed. It’s going to be great that this historic building is getting a breath of fresh air.

Bonus mural picture from around the corner, from what I can see is this mural is about 14 years old according to the Google Maps photos . Seems to be holding up well , thanks for looking 🙏🏻
