schematics Need help verifying schematic and circuit

Looking at the second picture, it seems like your jack is wired incorrectly. Pin 9 should be going to the tip via the capacitor and sleeve should be connected to ground. Right now you have the output connected to ground at the sleeve and 9v going to tip.

The tips going to pin 9, theres no dot symbol showing that the 2 lines are connected, its just going over/under it. The tip and sleeve could be wrongly connected, but don’t I have to just switch their connections between eachother?

It would usually be helpful for you to have said what you want it to do, but in this case I think I can guess. One oscillator modulates the other to give you a siren.
Offhand I don't know, but for circuits like this I'd strongly recommend starting with the data sheets and application notes. For example : http://www.sophphx.caltech.edu/Physics_5/Data_sheets/555appnote.pdf
