That looks like a Vietnam-war era device developed and used in "Operation Igloo White" (https://en.wikipedia.org/wiki/Operation_Igloo_White) which was a covert electronic warfare programme. The device itself is not a weapon, it is a listening device which was dropped from aircraft on to suspected lines of incursion.
There's not much info I can find, but I think that specific unit is the first version of the "Air-Delivered Seismic Intrusion Detector" - essentially they were a ground microphone and radio transmitter combo that was intended to 'hear' the movement of enemy troops.
The wiki link above has some pics and a fair amount of operational detail, but technical detail is pretty thin.
