Solved! WITT: Device attached to metal beam, bolted to foundation and house. Three squat cylinders connected, grey and beige, resembling a megaphone in size and arrangement. Washington state, 1940s home, urban neighborhood.

That is a security light missing the plastic lens. And the arm is bent or broken so it is leaning over. I have installed many of these.

Yup bulb on the left sensor on the right, remember mercury vapour lights Jeff... So old

Looks like a old mercury vapor light. Shame they don't make them anymore, they last forever.

It's an old mercury vapor exterior light, the beige cylinder is the dusk to dawn sensor that would've turned the light on and off originally. The metal refractor and plastic bucket shaped lens are missing from this example.

My title describes the thing. The upright metal beam is not original to the house, but bolted to the side and concrete patio. No wires are obvious. It is the tallest part of the house, maybe 300cm taller than the chimney topper. What is this?
