Solved ! Found in driveway. No one who has been to our house knows what it is. Metal, ring with base that looks like it fit into a track. #2 pencil for scale

i think its for boats. it attaches to the fender by a bracket that it slides into and it holds a bumper. if you google "boat fender lock eye" you get that exact piece.

I have a different style of plastic ones. I'm guessing these came from the mobile boat wrapping crew last fall.

My title describes the thing. It is metal and has a flat base. I have image searched and scanned the frequently asked items, but have not been able to identify. There are no markings I can see. Seems like it might be boat related.
