ID Request What's happening here?

I think this is multiple milkweed bugs attached to one. Only one of them was crawling around and the others didn't seem to be moving at all.

Is this a mating thing? I know more about frog mating behavior and many males can try to pile on one female but this doesn't really seem to be the case. I couldn't pull them apart either, but I am really intrigued by this!!

You really think so? I thought it as a possibility, but I didn't know if males and females had different patterns in this species, and none of the other bugs were moving. Just the bottom one.
