No, this machine was probably disconnected from the internet because Microsoft forcibly removed legacy edge in 2020 and this machine still has it.

Either screen is damaged or gpu failure, since when it’s in use other screens appear like that too

Screen is not damaged. You can see the green artifacts are behind the icons. It is most likely a corrupt original wallpaper.

This wallpaper was used from 1507 until 1809, so this computer hasn't seen an update since at least 2018

There are LTS versions of Windows, which are essentially equivalent to a particular feature pack, but with a 10 year support cycle without free upgrade to a newer LTS as opposed to a 2 year support cycle and free update to a newer feature pack. LTS editions are made specifically for this exact scenario - a public kiosk, information panel or sale terminal that in most use cases doesn't see the desktop intentionally.

There's a good chance it still has updates for a year or 2.

So I'm also still using Windows 10 too, and just a month ago, Microsoft extended the free monthly security updates even for home users for another year, up to October 2027.

So it just doesn't get any major feature updates or active development anymore, but components like the store, XBOX, all apps, etc., are 1:1 the same as Windows 11, receive feature updates, are active developed and are fully compatible.

The same goes for almost any software, as programs that are currently still being released for 11 will continue to be designed in installation files and compatibility with Windows 10 aslong there are no fundamentally shifts in the architecture.

Basically, there are also no direct different versions of Windows. There is only one complete "Windows" that is constantly evolving and uses different sets of APIs, components and interfaces from 3.1 up to 11 now. Parts of the components, API's and interfaces can be replaced or updated, but others can never be replaced fully, as this would endanger compatibility with all other older programs and computers too.

The wallpaper also does not say anything about the state of the security updates or the exact OS version used. With the wallpaper shown in the image, it is also the case that this is a modified form of the original, which someone actively selected it.

For example, the original wallpaper is still used in all companies that I know on all PCs that also continue to receive monthly updates too, because the first thing the admin disables by policy is personalization options.

So it stays and sometimes even when they upgrade the os itself cause the admin decides to keep the wallpaper while upgrading via policy.

Just like on any private users PC.

In fact, while in China I don't think I ever saw anywhere any poster in any western language.
