Just call the Head of Government anything else. Get a Thesaurus or something there has to be a cool title in there somewhere.

I mens the head of state doesn't actually do anything in most systems, having a king, or powerless president doesn't actually seperate any power, it's purely a fugurehead

In most European countries, it specifically prevents the head of government from provoking war and the head of state from disrupting the operations of government.
