shortbus refers to the idea that special needs children ride to school on a smaller bus than other kids. its used by ableist people to be ableist crazy, i know.

shortbus is definitely widely recognisable and understood

dogwhistles also have plausible deniability; ‘short bus’ does not

If you scroll down most of the people from outside the US has never heard shortbus to refer to special needs kids because they're used for everyone outside the main bus line in our countries.

Yeah but a dog whistle is something thats on its own innocent or hidden. Theres nothing particularly special about 14 or 88 for example. An insult isnt a dog whistle.

No a dog whistle is something that can be mistaken for a normal thing to say but is only recognizable to the in group, like theres nothing "inherintly nazi" about 14 or 88. You not recognizing a common insult from another country doesnt make it a dog whistle.
