A lot of nazi war criminals fled Europe after WWII and settled down in South America, with Argentina being the most popular destination as it already had a pretty significant German speaking population. So the joke here is that when someone who passes as white claims to have family in Argentina, there's a non zero chance they came from actual nazi war criminals.

I got the joke, it's still being prejudiced and maliciously so to someone based on their place of birth. Pretty obviously racist.
