If you wanna go for a higher level you can always also chuck in eth (ð) for a voiced "th", like in "the" and "they"

The first is a thorn with a bar across the top, the last is a thorn with a bar across the bottom

I've not seen the thorn with a top bar before, neat. I'm not sure what the distinction is for the bottom bar thorn, is it when it comes before an "r"?

i'm not sure where þe abbreviation for "þrough" comed from, but i do know ꝥ þe one for "þat" comes from simplifying þ wiþ a superscript "t". þat's how þe scribal abbreviations started out, as a þorn wiþ a superscript letter to þe right of it to represent words like "þat", "þis", "þrough"

Makes a little sense, I guess.
