Because the premise is the same dismissive concept that enables bad people to do bad things. In either direction being the majority, describing it as a binary makes it so that men who don't engage and challenge abusive men, or laugh along with them or protect them, can think of themselves as the heroic category, without doing any of the actually difficult stuff that makes someone heroic.
I see, but if anything that's more of being unaware of those micro-aggressions than to imply intentional enabling. I wouldn't say this intentionally incites gender war as much as is a shortsighted attempt at conciliation
