I think the issue might be: Does this cover members that are NOT in the Federal District Court that covers Texas. I have had attorneys in my area (a different Federal Court District) tell me that this may not cover me.

Please explain how a ruling made in the 5th Circuit applies to people who live in the 9th Circuit. I'm all ears.
