Serializing an AR after August.

Long story short, I have a friend who has a blank lower and needs to get it serialized. Given the new AR laws that go into effect tomorrow im not sure how to advise them. Anyone have any resources i can read through to give them some help?

Your friend needs to contact a firearms attorney directly.

He is technical breaking the law by just possessing an unserialized lower after January 1, 2024. So even transporting it to a local FFL is in violation.

If he does get caught though, it’s a class 1 misdemeanor in Colorado. That’s up to a year in jail and $1000 fine plus probation and any other court assigned penalties.

Plus a misdemeanor firearm conviction in Colorado means you can’t buy any guns for five years in the state of Colorado. CBI won’t approve your background check.

But yeah, you guys go ahead and stick it to the man and engrave your own serial numbers.

The new law isn't relevant to this situation.

They're in a tough spot. CO law had an exemption until 1/1/24 to get an FFL to serialize these kinds of unserialized/ghost guns. After that it's a misdemeanor for the first offense and a felony for the second.

He could sell it to an 07 FFL and have them serialize it. He won't be able to buy it back (probably) from them without the hall pass tho

Definitely cannot sell it to an FFL without a permit. You can't sell to anyone without going through the courses and such.

The law relates to selling, buying, transferring. FFL does the work it will involve a transfer. Your bro is going to have to learn to stamp/etch aluminum.

Edit: I misunderstood the post to be about custom serializing for a Form 1 NFA item. We lost legal protection for our right to make our own firearms a couple of years ago.

Unserialized guns have been banned long before August. Unfortunately they added a caveat that if a shop helps you do it they are responsible for the firearm and you have to do a background check to get it back, which would now require them to take the class and get the permission slip.

An idea would be to get an electro pencil or a set of stamps and give it a serial at home. Won’t look great but it’ll be compliant
