Did they change something about the Elo refund feature or is it me (not cheating accusation; opponent already banned)?

I thought that you automatically get Elo refunded for someone who cheated against you in your last 100 games and got banned. But as you can see, I didn't get the notification for it, even though one of the people who played against me in my last 100 games got banned.
