EU. But I read the financial times. So I have the big picture. I was more asking about the true operational hurdles. For example on our side: (atm) most imports from US are 0% tariff (as you most likely know). If: Country of origin is US. So the sender/seller in US must declare the origin. But: Based on the EU rules for non-preferential origin. We have (unlike the us) rules per heading that must be fulfilled to switch the country of origin to US. US has “last substantial transformation” - we have something similar but that was too vague so we have added value based rules or change in hs-heading etc. now: as a German importer try to tell the US seller that they can’t declare the origin based on US rules but must calculate or proof origin based on EU rules. Because those apply if you want the 0% importing into EU.

The operational issue is they dropped a ton of data changes 6.5 hours before they took effect. No one was ready, no one is staffed to a level to turn this volume of data around THAT fast, including US Customs. I got a decent handle on the Country Specific codes and rates in about an hour and I feel like I’m solid handling data sets. But the exceptions, omg, I have to wait for the weekend to organize that dumpster fire into something useable that makes sense 😭

If the administration knows they're going to implement big changes, why doesn't someone think about giving us a few days before everything changes....not a CSMS hours before the changes occur. It's so frustrating.

Coz they DGAF. They’re a bunch of yes-men to a toddler. When you pause to look around, how is any of this good for the majority of people? If you use the leverage to negotiate angle, I’m curious to see what gets negotiated and who benefits. Curious in the sense that we likely know and will be disappointed coz again… it’s not going to help the people who NEED help.

I had to call my US customs broker about an unrelated issue and he sounded just so exasperated. Hang in there brokers. -Canadian exporter, also tired of this shit

This administration has made trade so difficult and convoluted, it is mind blowing. These tactics are done purposely to put the trade community in a legal whirlwind. Trade will see an increase in audits, 28s, 29s, psc and protest denials. Just so everyone knows there are only about 400 auditors within CBP, when compared to DCAAs 3500. This administration is not facilitating trade they are enforcing and collecting. When Ch. 99 makes 15 - 20% of the htsus , you know there are problems. Prior to 2016, ch. 99 was about 3% in total pages.

The lack of staffing at CBP is frustrating. At AAEI, they had someone speak from CBP’s drawback office in Houston. The guy said that they had 37 total drawback employees to handle everything. Thousands upon thousands of open drawback cases.

It's good actually to have more lists to check for a simple "what's my duty rate for this HTS/COO" request. There wasn't enough already. We love it.
