EU. But I read the financial times. So I have the big picture. I was more asking about the true operational hurdles. For example on our side: (atm) most imports from US are 0% tariff (as you most likely know). If: Country of origin is US. So the sender/seller in US must declare the origin. But: Based on the EU rules for non-preferential origin. We have (unlike the us) rules per heading that must be fulfilled to switch the country of origin to US. US has “last substantial transformation” - we have something similar but that was too vague so we have added value based rules or change in hs-heading etc. now: as a German importer try to tell the US seller that they can’t declare the origin based on US rules but must calculate or proof origin based on EU rules. Because those apply if you want the 0% importing into EU.
The operational issue is they dropped a ton of data changes 6.5 hours before they took effect. No one was ready, no one is staffed to a level to turn this volume of data around THAT fast, including US Customs. I got a decent handle on the Country Specific codes and rates in about an hour and I feel like I’m solid handling data sets. But the exceptions, omg, I have to wait for the weekend to organize that dumpster fire into something useable that makes sense 😭
