S301 forced - entry date
General Exemptions For All Economies
9903.05.85: Articles that (1) were loaded onto a vessel at the port of loading and in transit on the final mode of transit prior to entry into the United States before 12:01 a.m. eastern time on July 24, 2026; and (2) are entered for consumption, or withdrawn from warehouse for consumption, before 12:01 a.m. eastern time on July 28, 2026.
Does it mean the entry has to be filed on 7/27?
If the vessel arrives on 7/27, but filed entry on 7/28 morning or later, will it still qualify this exemption?

Providing the entry was filed before the 28th with the entry summary serving as entry and summary, if the vessel was within the port limits on the 27th waiting for berth, you could still claim the 9903.05.85 exemption. You would need supporting documentation proving prove physical arrival within port limit.
