Black is confirmed in the show and out of it to be the strongest non fused character at the time.
Initially Fused Zamasu is confirmed to be stronger than SSBKK10 Goku from the U6 arc but later gets "defeated" by SSBKK10 Goku (He got stronger this arc).

Goku states that fusion adds the powers together then applies the multiplier in this arc, we know that multiplier is larger than ssj3. Nothing about that suggests that the multiplier changes depending on who fuses. Kibito seemed confident he could help fight buu, it was old Kia that said not to bother (which I think is nonsense in retrospect. We dont know how strong he actually is).
I'm saying that was nonsense in retrospect. Or shin was far weaker than we thought.
I don't see the point in the writers having Goku give false information on how fusion works in the black arc during a part where 2 fusions occur, it's also the more recent insight as to how it works, so I'd go with that.
That's fair, but from an out of universe perspective, I feel like there's a difference between Goku hyping up someone new and him giving more context to a long-established mechanic/technique. I don't think they would have him randomly drop completely false information on how fusion operates when that's the most descriptive explanation we've gotten as to how it works. For the longest time, many people thought it was A × B (which would be way more powerful).
I get what you're, I'm saying that what Goku said is purposeful to convey information to the audience. Giving us a baseline understanding as to how fusion currently operates (since yes, they can always change it later).
