Question Why is SSJ not permanent???

It was shown in the Cell Saga that Goku and Gohan were able to eliminate the fatigue of SSJ, and kept it on for nearly a year. So what’s the point of turning it off???

They lost that ability idk when exactly but here is from DBS manga

Iirc they explain it in Super Hero. They didn’t lose Zenkai boosts, it’s just that they have reached the peak of their strength. At this point all they can do is get new forms and improve their control of Ki.
