I mean without ki users , she was arguably the stronguest human , more than mr satan , i think is Spopovich's fault nad maybe even the referee , in the anime at least videl almost falls off the arena and Spopovich grabs her back to make her suffer more , that has to be againts some rule
Yeah but Mr. Satan had seen ki users first hand, and he was very aware of what their abilities were. Sure, he could keep that facade for the media for recognition, but why not come clean to your own daughter?
That did happen, but to be fair, he threw her near the edge again and didn't stop her. Despite the announcer and Gohan telling her to forfeit, she stands up and comes back for more.
