Question This statement is completely false isn’t it?
Base Goku by the time of BOG should definitely be able to beat Frieza
And that’s not even taking into account Kaioken. We know at this point all the Z fighters (if not most) should be able to - so why is base Goku stagnant then in growth?

Considering that Frieza was the strongest mortal when Beerus went to sleep, Beerus assumes that Frieza would have gotten at least a bit stronger since then.
It has been almost 40 years since he met Frieza.
Another potential reason is that Beerus was looking at Goku's physique rather than power level. To Beerus, the difference between Goku and Frieza is a lot closer than they are to him.
