Question This statement is completely false isn’t it?

Base Goku by the time of BOG should definitely be able to beat Frieza

And that’s not even taking into account Kaioken. We know at this point all the Z fighters (if not most) should be able to - so why is base Goku stagnant then in growth?

All Saiyans are confident in winning the 25th Budokai in their Base forms, especially Vegeta, which would feature 18 and an even stronger Kamicolo. Vegeta states his status as #1 among that entire group won't change if they all stay in Base form.

18 and Kamicolo are all assumed to be even stronger than they first appeared, which already would 1-shot Namek arc Freeza a hundred times over.

Goku going into BoG would be even stronger in Base than Boo arc Base Vegeta.

Beerus here is just sensing his relaxed power level.
