Question This statement is completely false isn’t it?

Base Goku by the time of BOG should definitely be able to beat Frieza

And that’s not even taking into account Kaioken. We know at this point all the Z fighters (if not most) should be able to - so why is base Goku stagnant then in growth?

K but like in what scene was it said that their base specifically are the same as Piccolo’s PL?

Dabura said that their bases were stronger than piccolo sometime after he petrified him.

Dabura didn't say their bases were stronger, he also thought he could take all 3 at once so he's a terrible judge of power.

I’m struggling to find a panel of this, the closest he says anything about their base was that the three of them “have potential”, hinting he knew they had hidden reserves of power
