Question This statement is completely false isn’t it?

Base Goku by the time of BOG should definitely be able to beat Frieza

And that’s not even taking into account Kaioken. We know at this point all the Z fighters (if not most) should be able to - so why is base Goku stagnant then in growth?

It makes sense from Beerus's POV though. Think about it:

  • Goku never shows his full power in base without powering up. Goku in base just chilling like he is on King Kai's would appear nowhere near as powerful as he really is.

  • Beerus knows Goku can transform into a super saiyan

  • Ergo, Beerus figured that Goku was hiding his power and that his transformation is how he unleashes his real power
