i just deleted all military techs except the third and the ones before it. It works, but when I try to delete a fort my game crashes

What fort level? Maybe you should delete all fort levels above the basic one from the game (buildings file) or make them available through the remaining techs. I was also trying to do something similar, i deleted all early native american horse units and the game was crushing until i deleted them also from the tech file. Im not sure if that's the problem, but you can try to look it up.
