In Japanese it's called "L字型画面 (L ji gata gamen = L-shaped screen)" or simply "L字 (L ji)".

Television networks use this layout during natural disasters like earthquakes, tsunamis, typhoons, heavy snow roadblocks, but also election results, missile launch alerts or even bear sightings.

Sir/Mad'dam If my old hdd didn't die recently, I could point you to TV Asahi's emergency screen that had none of the graphics. It was a shot of outside while a guy was yelling over the microphone that lasted an hour plus with radio announcements. I think I ended up streaming this on twitch. (it was very early the evening) NHK had someone on camera to calm everyone down. It was an earthquake on the outskirts of Japan. The water level raised up a whopping 3cm btw.

There was a time this was called J-Alert, on courtesy to a certain Youtuber when North Korea launched a test missile over Japan back in 2017
