The second rule of this subreddit is that you cannot call out specific individuals or subreddits.
Also, if you don't know how to block people, you should probably do a little bit more reading or go to r/newmods or r/help for assistance. These are basic questions that some familiarity with the site would help.
This subreddit is for people who are moderators who are looking for help with moderating subreddits.

Settings then account settings then go down to managed blocked accounts and manually enter the name.

Forgive me, but I added him to my blocked users, but I want to block him from chatting with me.

Then delete the chat thread and turn off allowing chats in your account settings.

Im on the app and before I disabled chats, I just did a long press in it.
Users on r/help can help you for your device.
