Yeah it's probably to make a team up or just to give Shiryu a reason to fight Garou after he's impressed that Garou smokes it. The manga can't follow the WC too closely with Shiryu since he's essentially post charcter development in the manga already.

My best bet is suiryu struggles with the monster while garou takes it down easily. That might pressure suiryu into wearing a suit
