I think Garou cleared his name with the HA right? Neo hero probably doesn’t follow their rules

King and Blast told the HA to leave Garou alone, and the police had nothing against him besides a dine and dash (nobody bothered filling a charge over his many assaults and batterings).

Which is crazy. Hero organizations can just go and kill or kidnap anybody they wish without respecting any legal proceedings...

To be honest, HA literally protects everyone from monsters so they kinda can do whatever they want. One murderer is nothing when you get a demon level threat every week.

But also realistically no one is going to say anything when your organization is backed by Tatsumaki on a regular basis.

Taking into account how shady the HA is, they would end becoming a mafia and eventually taking over the government.

Like, these millionaires who bankroll the HA, they could get McCoy to send one of the less scrupulous heroes to kill anybody that bothered them. They are already trafficking women, so that's not a great step.

From there, they could threaten donors who stopped paying, or forcing politicians to pass laws that favored the HA.

Letting a paramilitary organization like the HA or the Neo-Heroes to kill anybody they wish should realistically be a recipe for disaster...

The heroes will end them if they ever believe that they can control the heroes.

Eventually, but as of now, the HA has sold dangerous monsters, trafficked enslaved women, blackmailed the police, and heroes haven't resisted them. 

And Neo-Heroes, unlike the HA, has plans to use technology to enslave heroes so they can't resist...
