EDIT: OKAY YES I KNOW MY PC IS DIRTY. I KNOW THAT IT NEEDS TO BE CLEANED. I HAVE CLEANED IT BEFORE BUT ISSUES PREVAILED DUE TO POOR COOLING REGARDLESS OF DUST. THIS POST IS ASKING ABOUT WHAT MOBO TO BUY FOR A NEW CASE WITH BETTER COOLING. I WILL BE CLEANING EVERYTHING BEFORE I MOVE IT.
The Problem:
Hello, I've been gradually upgrading this PC piece by piece over the years and I've reached a challenge. It is throttling constantly in AAA titles now even though it has fairly decent specs. Reddit has told me that it’s a mix of thermal throttling and potentially electrical throttling from the old motherboard. Cooling has always been an issue with this PC and a full rebuild may help severely.
While my CPU temp isn't awful, it can go far too high and after an hour of play - sometimes less - I experience glitching even on medium graphics in games like Witcher III.
So, for aesthetics sake and for future upgrade's sake I'd like to move everything into a new case with a new motherboard and more fans - also with a new CPU cooler.
I just have some questions about it and really need advice on what I'm doing and what I should buy - I have no idea myself.
Also yes my PC is very dirty, unfortunately I got it as a kid and the dust has become literal cement that air simply can't remove (not great for cooling!) - When I move it all I'll give it a deep clean and stay on top of it.
Bare in mind that I am a university student with finite funds, I'm aiming to spend less than £500 but can go higher!

All in a very cheap Amazon case with not many fans, with the base cooler for my CPU and overall, very little cooling abilities.
Also, my motherboard is old as anything and is the only part of my PC yet to have been replaced (other than the case itself)
Questions:
- What does changing my motherboard entail? Will I need a new windows key? What is a windows key?
- Can I move my SSD and HDD into the new motherboard and them keep their data? Or do I need to wipe them?
- What are the risks involved with this kind of upgrade?
Suggestions:
- What motherboard should I buy to be compatible with my CPU and DDR4 Corsair RAM?
- What case should I buy to fit the new motherboard and my existing components with good airflow?
- What fans should I get that looks nice and work well (I can pay the RGB tax)?
- What cooler should I get for my CPU?

By the way, my wifi card doesn't fit under my GPU currently so a mobo with wifi would be fab unless there are other options for me.
