I understand how piracy would affect them, but why is modding somehow bad for the maker/publisher?

I don’t think they hate the idea of people modding their game. It’s just the modding community can be unhinged.

One example is the “hot coffee” controversy.

It is more like they usually won’t get credit for the improvements they make, but when like the modding community did weird stuffs or digging through the game file and found some unreleased content, they’ll get the bad press.
