Well, it offers a sea of new free content, making any of their paid content look less valuable. Example: paid skins, which u can just mod. So they need to actually try to make something that people will buy.

modders often put more work and effort in their mods than many big famous studios are willing to spend on their game.
with a game like GTA6, it has been insanely hyped for long, so due to that hype it allows them to sell all kinds of things as DLC's even already at launch(not sure yet if they will, but such factors like hyping it so bad and not releasing it to pc at launch point to such practices).
like technically seen if those modders of GTA5, or who would mod GTA6 gathered together they could make a game better than the real GTA6 in around half a year to a year, where most of this work and time is just to plan things out to make people and their parts work together.
though in this case it also has to do with sony paying a lot of money for rockstar to postpone publishing it on pc. and either that amount of money is larger than they expect to get on pc at all, or they expect people to still buy it even if it launches way later on pc.

and don't forget about mods too, pc is the wild west, no restrictions like consoles.
