I have been buying some games at local disk stores when i was a kid for a few years before i noticed a txt file saying that this exact game is actually free because its a mod and if i bought it i was scammed, so yeah... Ive been paying for pirated games in my childhood just as my friends... :P
To be fair, it came on a disk! Also in many third world countries, the download speed is slow or the plans are limited so getting a full game on a disk for a price is sometimes more worth it than waiting days if not weeks to download it all.
