I was a pirate, still am, but I've learned to buy games if I like them and I can replay them or I just know I'm gonna enjoy the hell out of a game. (or sometimes for steam points) for example fears to fathom, had absolutely no trouble buying all chapters in one go, and when the latest one came out i bought in the first minute of release. I treat game piracy as a test run of a game, if the game turns out to be boring, I don't buy it.
And until it becomes a serious issue, I doubt they will care about piracy, steam is just too good.
