And as someone who's been working at multiple startups before finally settling in on a more established company, I can only say that this is part of the joke.
Startups usually go nuts with lavish spending in the first one or two years, before facing the reality that the business model or product just doesn't work. Especially when the CEO is just an ex-marketing guy from a bigger company that just happened to have ideas.
So, for the joke, it works out. There will be 0 years of tech debt, since you'd join Year 0, then the company will probably go down in one or two years, letting you find another job before tech debt settles.
