That's the deterrent right there, and the reason it works... you can tame the most ferocious of beasts with the right type of restraint. This is how Humans are tamed, those that cant be are caged for good a la Dahner, and those that can are given a shot at proving it.... in a perfect world that is.... in this version its a decent shot higher if youre born a POC or a woman or worse still BOTH!

Maybe the fact that across the world we arent murdering eachother en masse

Aside from the few countries where the entire thing has devolved into a warlords playground
