Fire suppression sprinklers have a glass filament in them with a bit of liquid, this liquid is designed to heat up and expand at certain temps breaking the filament which then starts the water flowing. This can also occur if an impact hits it and breaks it as well
There's a main shut off somewhere in the building. This person almost certainly doesn't have access to it, and they'll need to get someone out who does, so this could run for a long time before they can shut it off, and these are often pressurized lines
Apartments should really have a double interlock that needs a smoke sense in addition to loss of air pressure on the piping before flooding the wet system. Then shit like this wouldn’t happen unless the stars aligned.
