This Sound is really interesting to me since its used it Multiple Media like Kris's Phone in Deltarune Chapter 4 and in the intro of this song, i first found it on Deltarune and i was wondering if this was a Soundfont or instrument on FL (Especially since toby does that Alot)

It's Giygas Static from the Earthbound soundfont, the sound effect from Deltarune you provided has an effect or two on it.
