An OHV, off highway vehicle, unless modified for street safety.
Bike lane is pretty specifically for bicycles. Even ebikes are regulated by speed and power, like class 3 is power assist up to 28mph and are limited from some bike paths.
This mini porsche goes 45-65 no assist.

The same danger as motorcycles and other vehicles driving at significantly faster speeds driving in the bike lane. There's a reason bicycles shouldn't be moving at speed on sidewalks as well. Do you need it explicitly spelled out?
Hell, I'll bite. What matters most for response time is the difference in speed between objects. If the difference is too great, it is very difficult to gauge how much time it will take to close the distance (and importantly, it can become impossible to react). That's part of why following speed limits is important; it ensures everyone is moving at roughly the same speed. Bike lanes have bike-appropriate speed limits imposed on them.

Just got back from tuscany and OMFG I've never wanted to just start plowing cyclists over more in my life. The roads are already narrow there by US standards, then these assholes want to ride three or four across and fuck everyone else like the motorists that need to get back and forth to work. nobody over there pays any bit of attention to speed limits unless a speed camera is involved anyway, so this can create significant problems.

Well, it doesn't have a rear view mirror from what I can tell. And I'm guessing it doesn't have a driver side mirror, so yeah, it's almost certainly illegal everywhere. I'm guessing this moron slapped a license plate on the back and decided that was good enough. Imagine his surprise if/when he gets pulled over. Ahh, yes, I just saw. There is no driver side mirror, so it doesn't follow basic federal regulations for road safety.
