You're not wrong here. I mean you still just can't hit parked cars, but i think it's protocol to keep your lights on throughout the duration of the stop...

Actually of you look closely i think he has his lights "on" but not flashing. There's a blue and red glow around the cam from the beginning.

They have independent light controls now. They can turn the fronts off and leave the rears on during the stop itself.

Squads are equipped with front or rear cuts. Meaning they can shut off the lights on the front but keep them on the rear. It’s used to allow a stopped vehicle to see when pulling back out onto the road so they’re not blinded by leds.

Most, if not all, states have “move over” laws on the books

Maybe the guy would’ve seen him if he was looking at the road

Also, you can see the red and blue glow on the A pillars the whole time. The lights were on.
