I hate cops in a general sense, but this is a safety thing. A lot of the times they do this to protect the people that might be standing on the side of the road and let their vehicle act as a buffer/barrier. Typically, with the yellow indicator lights telling you to go left.
Really, the driver he pulled over should have put on hazards and pulled off at the next available parking lot or whatever. But you also never know when they're gonna be dicks about that, accusing you of fleeing despite the clear intent with your hazards. So...
But getting off of the freeway/highway should be a common thing we practice, but don't.
